Why Perm Silence?

I was perma silenced for harrasment and doesnt say by whom... and was done while i was off game ... can you explain why??

Only the game developers can issue a permanent silence. They are done based on a review of your chat history and reports/complaints against you.

If you have a grievance, surely you should be mailing CS rather than trying to find out who did it?
