Do Dodge & Block add?
The Devs have never stated on the forums, if Dodge and Block add.

Think of it as a d100 roll. With 50% dodge and 30% block, the roll happens something like 1-50 = dodge, 51-80 = block, 81-100 = hit

Even if they are supposed to, do they actually work that way in the code?
Here is one experiment you could try:
Inquisitor fighting a Level 11 monster with the following:
Heavy Shield 24%
+Shield Focus rank 3 (12%)
+Dodge 20% Potion (VS Monsters only)
+Block Enchant rank 3 * 3 gear * 0.8%
+Dodge 36.8%, or higher, versus Level 11 monster (requires a Dodge rating of 780 or higher)
= 100% Dodge+ Block
If you don’t kill the Level 11 monster with your first hit, every attack by the Level 11 monster should be a Dodge or a Block.

Dodge percentage = 5+ (45 * Dodge rating / (Dodge rating + 323.89))
