Gem Drops/ Shard Farming vs Valor vs Gold Shields

Dungeon Bosses drop Gem Shards/ Whole Gems (Gem Drops)
Gem Drops are a random way to get Tier 3 and Tier 4 Gems (depending on luck, can be fast or slow).
Gold Shields from Loot Drops is a way to get Tier 3 and Tier 4 Gems you want.
Valor is a way to get Tier 3, Tier 4 and Tier 5 Gems you want.
Gold Shields from Free Gold offers is a way to get Tier 3 and Tier 4 Gems you want.
Buying Gold Shields (IAP) is the fastest way to get Tier 3 and Tier 4 Gems you want.

MY PERSONAL OPINION
Once you have all Tier 9 Gear (Silver Coin), all Gem Slots Unlocked (A-D, Total of 40) and all Tier 2 Gems (Silver Coin) the best way to improve you character is Valor/ Hero Tokens (Lockbox or Raids) or Gold Shields (Loot Drops, Free or IAP). With Gem Shards/ Whole Gems from Dungeon Bosses (Gem Drops) being useful for your initial Tier 3 and Tier 4 Gems.

Gold Shields from Loot Drops, Free Gold Shield Offers or Real World Money can buy you exactly the Tier 3 or Tier 4 Gems you want.

Raiding for Valor can buy you exactly the Tier 3, Tier 4 and Tier 5 Gems you want.

Since Sigils and Gear are more useful than Gems (Note 1), Tier 3 Gem Drops are still useful until you have the Tier 10 Sigil and all Tier 10 Gear. While Tier 4 Gem Drops are still useful until you have the Tier 12 Sigil and all Tier 12 Gear.

Even then, Gem Drops becomes less useful over time. If you need 40 Tier 4 Gems, it is useful, if you need 4 Tier 4 Haste Gems, it is less useful.

The most useful Gems are those in your Necklace, Ring, Chest Armor, 2 Handed Weapon (if equipped), Helm and Leg Armor. Depending on your playing style, you might consider Gem Drops for your remaining equipment.

Note: in v1.6 Combat is dominated by Melee/ Magic, Crit/ Haste, and Crit Power (MMCHCp), so most players skip Max Health, Dodge, Physical Resist/ Magic Resist once they have Tier 10 Armor. This makes Blue Gem Drops less valuable to most players.

Gem Drops are useful when you are also Farming for Silver, you don't have enought time to join a Raid, your Guild does not Raid as often as you want, or your Guild cannot Raid that Tier Gem.

Make sure to shuffle your gems around for best Stat bonus

Spending real world money is the best way to advance your toon eh? No surprise there... however, I don't think advocating the use of real world money is the best "advice" to give someone on how to progress through a game that doesn't require RWM use.
