Suggestion Stub, Tank Gems

Elder Fury rank 3 has many huge advantages. One of the biggest is the ability to acquire a Block roll without a shield (this is not as good as a shield since shields also increase your Defense Rating). This adds many tactical decisions (Defend increases Block and Dodge so does this change your frequency of Defend?, Garrote rank 3 reduces Block -30% & Dodge -30% so do you try and Defend against Garrote?) to strategic decisions (3 Block enchant vs 3 Defense enchant, 1 Block & 2 Defense vs 2 Block & 1 Defense, 3 Knockback Resist vs 3 Block enchant vs 3 Defense enchant, etc.)

Tank Gems would be the same as Lucky Gems, but instead of increasing your Luck Rating, it would increase your Block Rating. Ex: A gem slot that would give you +1.6% Luck Rating with a Lucky Gem, would give you +1.6% Block Rating if replaced with a Tank Gem.

I can see this work under one condition, inquisitors are prohibited from using them, this doesnt need explaining i think.

If you need to prohibit a class from an idea then the idea wasn't a good one to start with. Block currently should only come from Elder Fury or Shields.

Elder Fury provides block chance because the slowest classes use 2H weapons. Against 1H classes and mages (that for some reason use 2H but are faster than 1H), especially if slows are applied, they need some way to mitigate damage.

If Mages really wanted to tank, they'd switch to 1H/Shield builds and use the Block enchant and Stagger. Of course they want to keep their very high damage from the staff, so they won't. Introducing block to that class would be potentially very unbalancing.

All the build possibilities are there if people want to take advantage of the way Block works and use it with Stagger. Perhaps another reason why enchantment/transfer costs need to be looked at, because people have no desire to experiment.
