2 Officers Start Raid, 1 Gets Cooldown Message

If two officers try to start the same Raid with different Mercanary counts and different passwords, the Raid will start based on the first criteria. The second officer will get a "Raid in Cooldown" message.

It would help to check for Raid already started and return message "Raid started by another member".
