After actually getting 9+ gems on my justi I think these gems have no use. The +5% dodge in PvP is not a game changer I promise. I would rather invest time in alts getting them the pope hat than continue to burn through my main.

I wouldn't underestimate the value of that dodge for 2h inq, fw, and sw in TSR P3 though. You'll get 1-3 dodges (at 5%) per bar and that can easily be a life saver.

When I first saw them I immediately thought of TSR rather than pvp. An extra bit of dodge in TSR could be vital to lower dodge characters like B4 said but also to SWs that need DW to do decent damage. Anything that boosts default dodge values is great for them. If you get enough it's well worth it for FW too, depending if you use Riposte.

As block/dodge is additive, increasing dodge won’t decrease block
