The current description of both of these are 1.5% not 1%.

Both of these will help melee Justi in OS. Cleave will fix some rotation issues I believe. The base damage of execute makes it worth using all the time. I don't know what the point of boosting the bonus is though - in both PvE and PvP, I found it to be an overkill and wasted damage. However, we need a GV OS raid to take advantage of this - *hint hint*.
