It's because the ability boosts periodic damage, which is any DoT like fire or caltrops.

So fire mastery boosts any periodic damage not fire periodic damage. Can I get a blood mastery for my Justis?

Don't be silly, that would improve physical builds! They want us to play magic ones.

I hope people aren't going to go physical on these hybrid classes, it's particularly inadvisable given the endgame focus.

I just started my flame warden and i got reminded how bad the flaming Pyre attack is. It's slow (1.25*Base) and at level 3 it only deals 140% damage in contrary to an attack like cleave (Base speed and 160% damage). I understand that the damage might not go up but wouldn't it be better if the attack timer is set to Base speed. Currently this is the only attack in the game that has a timer that is longer than a regular attack.

Agree, used to use it on my Mage but it's really really slow. Cleave is a more balanced ability I'd say.
