hard cap on stats

What are the hard and soft caps on stat attributes? My guildmate has a 51% dodge on his sw, I thought dodge was capped at 50%

Rating Cap on Dodge is 50% but Quickness rank 3 adds Dodge +15% (up to the Hard Cap), while Hard Cap is 100%
