December 2016 make each Holiday Goblin of Dooooooom have a variable level.

Flat Curve option
Player level +0 to -10, average of -5.

Skewed Curve option
Player level +2 to -20, average -5, 75% falls between +0 to -10.

HoliGob drops 1 ornament, 100% RPP & 100% loot at Player level -5 to -20,
2 ornaments, 200% RPP & 200% loot from +0 to -4, and
3 ornaments, 300% RPP & 300 % loot from +2 to +1.

Example
A Level 40 character could get a HoliGob with level 40 to 30, average 35 (flat curve) or
42 to 20, average 35, with 75% between 40 to 30 (skewed curve).

Versus a Level 40 character a HoliGob Level
35 to 20 drops 1 ornament, 100% RPP & 100% loot,
40 to 36 drops 2 ornament, 200% RPP, & 200% loot,
42 to 41 drops 3 ornaments, 300% RPP & 300% loot.

Average of -5 is chosen so Level 40 characters with Tier 16 gear & Tier 6 gems can still do decent damage versus HoliGob Defense & Health points.
