help! I can't win a PVP fight

I'm just back to BOH after a year hiatus. PVP is a new feature for me. I'm L30 and I have yet to win a PVP fight as a justicar. I don't know what I'm doing wrong, but I get slaughtered every time.

I have juggernaut and level 4 gems on most T14 gear.

Any thoughts on strategy? This is embarrassing. I'm like 0-30.

Have you won any? I typically start off with running:

Juggernaut
Heroic will
Stun
Brutal strike

By then I'm close to dead.

Send a msg ingame to masters you see in pvp chat...get them to share their fights. Most would welcome the chance to discuss builds and rotation there.

Ps. ...dont waste hw at start. ...though I have seen it work well in silver
